NOP Technical Officials Progression

When completing your NOP Accreditations, please note the following:

·           The General Principle Course can be completed online. If you complete this online it is essential that you notify the Chief Referee so this can be forwarded to SAL.

·           All TO positions require the complete of a workshop and workbook before practical assessments can be done. The list of workshops held with the date, name of attendees, presenter and positions presented must be forwarded to the Chief Referee so that practical assessments can be completed.

·           Generally Timekeeping is the first position that people complete. This can be assessed very quickly. For Officials wishing to become an Inspector of Turns (IT), Judge of Stroke (JoS) and/or Referee, Timekeeping is essential.

·           Timekeepers can now be qualified without doing their General Principles.

·           Before an Official can progress to IT / JoS they must be assessed as competent in:

  •  
    • Timekeeping
    • Marshalling
    • Check Starting
    • Operator of Automatic Officiating Equipment (AOE) / Recording
    • Completed IT / JoS workshop (in most circumstances)

·           In some circumstances due to the timing of workshops an Official will start their practical training in a position before completing the workshop.

·           Note that Marshalling sometimes requires “deck seeding”. It is important that Marshals have experience in this type of event so they know what to do in this circumstance.

·           Generally more than one assessment is required for JoS. The level of the meet that the assessment is completed at is taken into account. Progressive assessments can be completed to give the Official feedback as to what areas they need to work on.

·           Before progressing to a Referee, an Official must be assessed as competent as an IT and JoS. These 3 workshops are often presented together. Referees are also required to have knowledge of Starting.

·           Referee assessments can only be completed by a member of the Technical Committee. This role is complex and generally several assessments are completed before all areas are assessed. The Protest Area may be presented as a hypothetical situation.

·           It is important that once an Official is assessed as Competent in a position that they are still active in that area. Qualifications should not be viewed as “I have completed that position so I will now move on to the next.”

·           Starting, Announcing and AOE are positions that can be completed without any other positions.

 

 

Progression through Level 1, 2 and 3 Starter and Referee

 

Starter and Referee are the only two positions that have Levels 1, 2 and 3.

Level 1 is the first level of qualification

Level 2 is State Level

Level 3 is National Level

 

For an Official to progress from Level 1 to 2:

·           They must complete Unit 11 of NOP – Self Management for Advanced Technical Officials – as well as practical assessments.

·           The Official will have experience at Level 1 before being assessed for Level 2. The time this takes depends on the number of meets the person attends and the experience they obtain from these meets. Progressive assessments can be completed to give the Official feedback.

·           At least 2 assessments as Competent must be completed. Both of these assessments must be at State Championships (including Long and Short Course and Country) and at least one at MSAC.

·           If an Official wishes to have a progressive or Level 2 assessments completed they can request this from the Chief Referee.

 

For an Official to Progress from Level 2 to 3:

·           The Official must be assessed by a National Assessor at a State meet.

·           The Official needs to notify the Chief Referee of this request so that SAL can be contacted to arrange an assessor.

·           If the National Assessor passes the Official as Competent to be appointed to a National meet, he/she will notify the National Appointment Panel.

·           A Competent assessment by a National Assessor does not guarantee an appointment in that position at Nationals.

·           An Official must receive 3 Competent assessments at National Level to be given Level 3. This is notified by the Chair of the Australian Technical Committee.
